Nowon-gu in Seoul approved the formation of a residents' promotion committee for the reconstruction of the Hagye Hansin Dongseong apartment complex on Friday.

The resident consent rate for the committee's formation reached 77.45%, the highest among promotion committees recently approved in Nowon-gu. Consent for the committee's formation is recognized as consent for the full cooperative establishment in subsequent procedures, so the high rate is expected to serve as a strong driver for the project going forward.

Equally notable is the pace. The district secured consent from more than 70 percent of residents in roughly three months after launching its public-support urban renewal management services on July 20. Hagye Hansin Dongseong is the third complex in Nowon-gu to form a promotion committee under the public-support system, following Junggye Green and Hagye Jangmi.

The district held resident briefings to explain the procedures under the public-support framework in detail, and has since carried out voter-roll preparation and candidate registration in August, followed by the formation of a preliminary promotion committee in September.

The project calls for rebuilding the existing six-building, 498-unit complex — currently up to 15 stories — into a 10-building, 942-unit development reaching up to 41 stories. The planned opening of Dongbukson Line Station 113 in the second half of next year is expected to qualify the site for transit-oriented area floor-area-ratio incentives, significantly improving the project's viability.

With this approval, the total number of complexes in Nowon-gu to have received promotion committee approval since August has risen to six. Hagye Hansin Dongseong joins Sanggye Boram, Hagye Miseong, Sanggye Jugong 7, Junggye Jugong 4 and Sanggye Madeul Daelim, accelerating reconstruction momentum across the district.

The district is also actively working to remove obstacles that could delay projects. Drawing on resident feedback gathered through the Nowon Reconstruction and Redevelopment Innovation Strategy Council, it is pursuing pre-designation activity restrictions to prevent the subdivision of commercial units. Public notice is currently under way for 13 complexes, including Hagye Hansin Dongseong, and the restrictions are expected to prevent unnecessary disputes and project delays once finalized following a Seoul Metropolitan Government urban planning committee review next month.

The reconstruction improvement plan for Hagye Hansin Dongseong is also set for a Seoul Metropolitan Government urban planning committee review next month, with a target of securing improvement-zone designation in the first half of next year. The district said it will continue to provide tailored administrative support at each stage of the project to ensure that residents' strong commitment translates into swift progress.

"Securing such a high resident consent rate in such a short time is the result of residents' strong will to rebuild and their active engagement," Nowon-gu District Mayor Seo Jun-o said. "We will continue to share best practices and proactively address potential delays so that reconstruction projects across Nowon can move forward with momentum."
