The Gangwon Human Resources Development Institute and the Gangwon Tourism Foundation received the top S rating in this year's management evaluation of 17 Gangwon Province public institutions, marking the fifth consecutive year both organizations have been named top performers. The Gangwon Credit Guarantee Foundation also moved up to the S tier.

The Gangwon Research Institute, which is tasked with empirically analyzing conditions across Gangwon Special Self-Governing Province and presenting transparent, evidence-based future strategies to residents, received the lowest D rating.

Gangwon Special Self-Governing Province convened the fourth session of its Investment and Contribution Institution Operations Review Committee on Wednesday, deliberating and confirming the 2026 management evaluation results — based on 2025 earnings — for its invested and contributed institutions.

Based on the evaluation, the province plans to provide management improvement consulting and job competency training to underperforming institutions rated C or D. The results will also serve as the basis for determining performance-based pay for institution heads and staff. The province additionally plans to revise its 2027 management evaluation indicators to reflect the values of the ninth elected provincial administration, with a focus on strengthening accountability and financial soundness among its invested and contributed institutions.

The evaluation covered 17 of the province's 24 affiliated institutions, excluding seven that undergo separate assessments under individual laws.

The results showed three institutions rated S, four rated A, four rated B, two rated C and four rated D.

Only one institution improved its rating compared to last year: the Gangwon Credit Guarantee Foundation moved up one grade to earn the top S rating for the first time in five years, recognized for addressing shortcomings from the previous year and delivering visible results in its key projects.

Five institutions saw their ratings fall. The Scripps Korea Antibody Institute and the Korea Women's Training Center each dropped to B, the Gangwon Innovation City Development Support Center and the Korea Climate Change Research Institute each fell to C, and the Gangwon Research Institute dropped to D. Audit-related deductions were cited as the primary cause of the downgrades.

The evaluation of institution heads covered 15 heads among the province's 24 affiliated institutions, excluding those at organizations with less than 50 percent provincial equity, civil servant heads, and heads subject to evaluation under individual laws.

Among institution heads, five received S ratings, three received A ratings, four received B ratings, one received a C rating and two received D ratings.

The heads of the Gangwon Tourism Foundation, Gangwon Credit Guarantee Foundation, Gangwon Human Resources Development Institute, Gangwon Technopark and Gangwon Special Self-Governing Province Social Service Agency all received the top S rating.

The heads of the Gangwon Tourism Foundation, Gangwon Human Resources Development Institute, Gangwon Technopark and Gangwon Special Self-Governing Province Social Service Agency received S ratings for the second consecutive year.
