Shinsegae Simon has unveiled the detailed business plan and design direction for its Daegu premium outlet project, as the city government moves to accelerate approvals by forming a one-stop investment support council with relevant agencies.

Daegu city held a kickoff meeting Wednesday at the Sangyeok government complex with Shinsegae Simon and Dong-gu district to launch the one-stop investment support council for the premium outlet project. Daegu Mayor Choo Kyung-ho chaired the meeting, which was also attended by Shinsegae Simon CEO Kim Young-seop and Dong-gu District Mayor Woo Seong-jin.

The meeting brought together the project's concrete business plan, design and architectural direction, and timeline — details that had previously remained at the conceptual stage.

Shinsegae Simon presented its administrative support requests for smooth project execution, while the city discussed ways to shorten the permitting and licensing process as much as possible in line with the company's proposed schedule.

For urban management plan decisions and traffic impact assessments — procedures that typically take nine months or more — the city plans to speed up processing by strengthening preliminary reviews and inter-departmental cooperation.

Architectural committee and landscape committee reviews, which normally take more than two months, will be consolidated into a single integrated review to cut the time required.

Key issues with a direct bearing on the project — including traffic concerns and infrastructure improvements — will also be jointly reviewed by relevant departments, which will prepare tailored support measures for each area.

The Daegu premium outlet is currently in the design and permitting preparation phase. The project targets a groundbreaking in the first half of 2027 and an opening in the second half of 2028.

The city aims to move away from the previous approach, in which companies had to visit individual departments and agencies one by one to resolve issues. Instead, it will link the relevant departments of both the city and Dong-gu into a single support framework to reduce the administrative burden and accelerate the project.

To that end, the council will be organized under the head of the one-stop corporate investment center and will comprise four working groups: an overall coordination team, a permitting and licensing team, an infrastructure support team, and a local economy cooperation team.

More than 20 relevant departments from Daegu city and Dong-gu will participate to support the project across all areas.

The council will hold regular meetings to monitor progress and quickly resolve inter-departmental differences. Ad hoc meetings will be convened as needed when major issues arise.

"We will keep the council in operation continuously, carefully overseeing every stage of the project from permitting to infrastructure, and provide full support to ensure the groundbreaking and opening proceed as planned," Daegu Mayor Choo said.
