Gimpo City has created a new dedicated licensing division to consolidate its fragmented permit functions and speed up the handling of complex permit requests.

The city announced Wednesday that it had reorganized its administrative structure, bringing together licensing and permit duties that had been spread across multiple departments to provide faster, more accurate one-stop administrative services.

The newly established Second Permit Division comprises four specialized teams: a telecommunications complaints team, an environmental licensing team, a waste licensing team and a wastewater management team. The division will handle permits directly tied to residents' daily lives and business operations.

The restructuring is expected to significantly reduce the inconvenience residents and businesses faced when they had to visit multiple departments to advance a project, while enabling faster decision-making through in-division collaboration.

Particularly notable is a cut in processing time for pre-use inspections of information and communications construction work — a step that affects both residents and construction firms. The turnaround will be halved from the current statutory limit of 14 days to seven days.

The city plans to streamline preliminary review and on-site inspection procedures to expedite building completions and move-ins.

Licensing work related to environmental, waste and wastewater treatment facilities will also be simplified and made more consistent through unified legal review and management systems within each specialized team.
