9th elected-term master plan finalized; city pushes ahead on 100 campaign pledges

Siheung has finalized its master governance plan for the ninth elected term and is moving to fulfill 100 campaign pledges.

According to the city Thursday, the plan was developed following the ninth nationwide simultaneous local elections in accordance with the city's basic regulations on campaign pledge implementation, with detailed action plans drawn up for each pledge to lay the groundwork for systematic city administration.

The plan serves as a comprehensive road map for the ninth elected term. As a local government entering its third consecutive term, Siheung has kept the governing principles of the eighth term — citizen happiness, balanced development, empathetic communication and proactive administration — to ensure policy continuity and sustainable growth.

After a comprehensive review of internal and external conditions, the city concluded that Siheung is entering a period of full-scale foundation-building for future growth, driven by long-term potential and key projects including the development of a nationally designated advanced biotech complex, the expansion of regional transportation networks, and a high-density mixed-use development project in the transit-oriented area around Siheung City Hall Station.

To systematically complete that growth foundation and deliver results that residents can tangibly feel, the city reorganized the eighth term's 10 strategic priorities into three areas: a leading strategy covering the economy, balanced development and transportation; an expansion strategy covering education, culture, tourism and ecology; and a foundational strategy covering safety, welfare and health.

Building on this framework, the city will focus its administrative capacity on creating a city where residents can live well, comfortably and happily, while ensuring that major ongoing projects are completed without disruption and that campaign pledges — the promises made to citizens — are delivered as concrete results.

The plan is also an action-oriented document that gives concrete shape to the governing philosophy and core priorities of the ninth elected term, and is expected to serve as a standard for improving consistency and accountability in city administration going forward. The city plans to continuously monitor and manage pledge implementation to bring about changes that residents can feel.

The ninth elected term's campaign pledges total 100 items, covering key projects aimed at future growth and improving residents' quality of life — establishing South Korea's leading AI and biotech innovation hub, restructuring the Siheung Janghyeon administrative and cultural complex, and pursuing the opening of a Gyeonggi Province-style biotech science high school (tentative name) to lead Siheung's future. Detailed action plans for each item are available to the public on the Siheung city website.

"Now that a plan encompassing policies across all areas of city administration has been established, we will responsibly fulfill the solemn promises we made to our citizens, deliver real results, and build K-Siheung into South Korea's leading city — one where residents can enjoy everyday happiness and feel proud of where they live," Siheung Mayor Lim Byeong-taek said.
