Daegu will introduce a unified hiring system for new employees at 12 of its public institutions — four public corporations and utilities, and eight investment and grant-funded bodies — starting in the second half of next year, the city announced Wednesday.
Until now, each institution under the city's umbrella has conducted its own separate recruitment exams, with varying procedures and test subjects that have made it difficult for applicants to prepare.
The Anti-Corruption and Civil Rights Commission recommended in January last year that local governments nationwide adopt unified hiring systems for their public institutions. Nine cities and provinces across the country, including Seoul, Busan and Gyeonggi Province, have already done so.
Under the new system, Daegu will draw up a unified hiring plan based on the recruitment needs of its affiliated institutions and administer written exams collectively.
Document screening, interviews and final selection will be handled individually by each institution after the written exam.
Hiring will in principle be conducted twice a year, in the first and second halves, with each institution able to participate based on its own staffing needs.
The system will primarily cover open-competitive hiring for full-time positions, including general and public-service roles. Where specialized expertise or job-specific requirements apply, institutions will be allowed to run separate selection processes such as experience-based or rolling recruitment.
However, since the unified system is being introduced for the first time in the second half of next year, institutions that have previously hired in the first half will be permitted to continue doing so individually in the first half of next year only.
Early next year, the city plans to compile each institution's hiring needs and determine the number of positions and specific exam subjects for each participating body, with separate announcements to follow on planned headcounts and schedules.
"The introduction of unified hiring will improve fairness in public institution recruitment and help attract talented candidates," said Daegu Administrative Vice Mayor Kim Jeong-gi. "We will prepare thoroughly to ensure the first unified hiring process in the second half of next year runs smoothly."
