Key 15 km route linking Goyang Changneung to Saejeol Station

Full 1.7 trillion won project cost to be borne by Changneung developers

Korea Land and Housing Corporation (LH) is moving ahead with the construction of the Goyang-Eunpyeong metropolitan railway, a key transit link between the Goyang Changneung public housing district — part of the third-generation new town development — and Seoul's Eunpyeong-gu. The project aims to break ground in 2027 and open to passengers in 2031.

LH announced Wednesday that it will sign a memorandum of understanding in October with Gyeonggi Province, the city of Goyang, Gyeonggi Housing and Urban Development Corporation (GH) and Goyang Urban Management Corporation (GU) to keep the project on schedule.

The Goyang-Eunpyeong line will run 15 kilometers from Saejeol Station on Seoul Metro Line 6 in Eunpyeong-gu through the Goyang Changneung district to Goyang City Hall. The project, estimated to cost about 1.7 trillion won ($1.25 billion), will include eight stations and one depot. Construction is set to begin in January 2027, with completion and opening targeted for December 2031.

Under the MOU, the project developers in the Goyang Changneung district — LH holding a 70 percent stake, GH 20 percent and GU 10 percent — will collectively cover the entire project cost. Gyeonggi Province will oversee construction across the full route and manage ancillary services, while Goyang will handle land compensation, permitting and facility operations after the line opens. LH said it will ensure funding is disbursed on time so construction proceeds as planned.

Once the line opens, residents of the Goyang Changneung district are expected to see dramatically improved access to Seoul. By transferring to the GTX-A line at the planned Changneung GTX-A station — tentatively named and scheduled to open in 2030 — commuters will be able to reach the Gangnam area, including Suseo and Samsung, in under 30 minutes.

In addition, passengers transferring to subway Line 3 at Hwajong Station will be able to reach central Seoul destinations such as Gyeongbokgung and Jongno in under 30 minutes. At the terminal Saejeol Station, Line 6 connections will provide convenient access to key areas in northwestern Seoul, including Gongdeok and Itaewon.

The Goyang Changneung district is a third-generation new town adjacent to Seoul's Eunpyeong-gu and Mapo-gu. Spanning about 8.12 million square meters in the Wonheung, Dongsan and Yongdu neighborhoods of Goyang's Deogyang-gu, the district is slated to deliver 38,000 housing units.

"We will work closely with local governments and related agencies to open the Goyang-Eunpyeong line on schedule without any setbacks," an LH official said. "We will do everything we can to build out the metropolitan transit network so residents can commute to Seoul more conveniently and with less disruption."

Meanwhile, LH is also seeking to purchase land parcels of 3,300 square meters or more in the greater Seoul area suitable for apartment and other multi-unit residential construction, with a total acquisition budget of 500 billion won. The corporation began accepting sale applications from institutions, companies and individuals Tuesday and will continue to do so for one month.
