Pre-review of resident consent forms speeds up approvals
Seoul's rapid integrated planning consultation underway; district targets year-end filing of improvement plans
Changdong Jugong Complex 4 and Changdong Jugong Complex 19 in Dobong-gu, Seoul, have received approval for their reconstruction promotion committees, following Changdong Jugong Complex 18.
The approvals mark the first administrative step taken since the two complexes cleared reconstruction safety assessments — Complex 4 in April 2024 and Complex 19 in September 2023.
Complex 4 secured the consent of 58 percent of its 1,712 landowners and property holders and applied for committee approval on Aug. 31. The district granted approval on Sept. 14, just 14 days later.
Complex 19 similarly obtained consent from 56 percent of its 1,756 landowners and property holders, applied on Sept. 15 and received approval on Sept. 22 — only seven days after filing.
Dobong-gu's administrative support played a key role in enabling the swift approvals.
Among the administrative steps in a redevelopment or reconstruction project, reviewing resident consent forms typically takes the longest. For large complexes of 1,000 units or more, that review alone can stretch to several weeks or longer.
To cut that time significantly, the district introduced a pre-review system for consent forms. Under the system, officials begin reviewing a portion of the submitted forms in advance, then complete the remaining review once the legally required consent threshold is met.
Both complexes are currently undergoing consultation under the Seoul Metropolitan Government's rapid integrated planning process, with the district aiming to file improvement plans before the end of the year.
Dobong-gu District Mayor Kim Dong-wook said he hopes the reconstruction of the Changdong Jugong apartment complexes will proceed smoothly and play a major role in the broader development of the Changdong area.
