The asset declarations of Incheon Mayor Park Chan-dae and other newly inaugurated elected officials who took office following the June 3 local elections have been made public.
The disclosures, released as the ninth directly elected Incheon city administration formally gets underway, are expected to invite continued scrutiny of how public officials accumulate and change their wealth while in office.
According to asset registration records the Government Ethics Committee released Tuesday through the official gazette and the Public Service Ethics System, Mayor Park reported total assets of 2.91 billion won ($2.15 million).
That figure is 33.82 million won more than the 2.87 billion won Park declared in late April, when he resigned his National Assembly seat to run in the June 3 local elections.
The most notable component of Park's declared assets is his financial holdings. Deposits held by Park, his spouse, his father and his eldest son totaled about 2.13 billion won, accounting for a substantial share of his total declared assets. Real estate holdings were reported at approximately 669 million won.
The increase was not attributed solely to rising real estate prices. The filing cited gains from investment trusts, income from a business account and savings from salary as reasons for the change.
Nam Young-hee, the newly appointed deputy mayor for global city affairs, reported assets of 804.6 million won.
Asset declarations for the newly inaugurated district and county chiefs were also released.
Gyeyang-gu District Mayor Park Hyung-woo reported 1.8 billion won; Seohaegu District Mayor Koo Jae-yong, 1.79 billion won; Namdong-gu District Mayor Lee Byung-rae, 1.48 billion won; and Ongjin-gun Governor Jang Jeong-min, 1.33 billion won.
Michuhol-gu District Mayor Kim Jeong-sik reported 1.09 billion won; Geomdan-gu District Mayor Kim Jin-gyu, 753.76 million won; and Yeongjong-gu District Mayor Son Hwa-jeong, 151.25 million won.
One notable aspect of this round of disclosures is that district and county chiefs who won reelection or secured a consecutive term were not included in the new filing requirement.
As a result, the asset holdings of Jeemulpo-gu District Mayor Kim Chan-jin, Yeonsu-gu District Mayor Lee Jae-ho, Bupyeong-gu District Mayor Cha Jun-taek and Ganghwa-gun Governor Park Yong-cheol must be checked against their previously published disclosures rather than this latest release.
The Incheon City Public Service Ethics Committee also released asset registration records for 160 ward council members who were either newly elected or completed their terms through the June 3 local elections.
Their assets were compiled as of either June 30, the last day of the outgoing term, or July 1, the first day of the new term, and cover declared assets — including real estate, deposits and shares — held by the members themselves, their spouses and their lineal ascendants and descendants. The average declared assets among the 160 members came to 820 million won.
The disclosed assets covered a wide range of categories beyond land and buildings, including vehicles, deposits, securities, debts, gold and platinum, and virtual assets.
The Incheon City Public Service Ethics Committee plans to review the disclosed asset registrations through December.
