Gangdong-gu in Seoul announced Monday that it has signed an MOU with the Korea Institute of Health and Welfare Resources to expand education, counseling and emotional support services for long-term care workers in the district.

The agreement, signed Sept. 15, is designed to connect local long-term care workers with specialized services provided by the Seoul Long-Term Care Worker Support Center, which is operated by the institute, and to establish a cooperative framework for improving their working conditions.

Under the agreement, Gangdong-gu will link and promote the support center's education, counseling and emotional support programs to long-term care workers in the district, and will also provide space for long-term care-related events and projects.

The Korea Institute of Health and Welfare Resources will, through the Seoul Long-Term Care Worker Support Center, conduct on-site training to strengthen workers' health management, emotional well-being and job competencies, and will offer labor and psychological counseling services. The two parties will also jointly pursue initiatives to promote a culture of quality care.

Meanwhile, the district held a fraud and improper billing prevention training session for about 100 participants — including heads of long-term care institutions, facility directors and frontline staff — on Sept. 14. Staff from the National Health Insurance Service's Seoul-Gangwon regional headquarters guided attendees through common billing errors and improper claim cases that can arise during the long-term care reimbursement process, along with preventive measures.

Starting this year, the district has been holding prevention training sessions quarterly, selecting topics based on needs identified in the field and focusing on practical, hands-on content.

"Improving the working conditions of long-term care workers and supporting their job stability is a critical foundation that leads to better care services," District Mayor Lee Su-hee said. "Through this agreement, we will connect workers in the district with a wide range of services — including education and counseling from specialized institutions — and will continue to expand support that makes a real difference on the ground."
