Four-area plan covers resident safety, livelihoods, daily convenience and civil-service discipline — a 24-hour operations center and task forces will run throughout the holiday period
Seoul's Eunpyeong-gu will run a comprehensive chuseok plan from Sept. 23 to Sept. 28 to help residents enjoy a safe and comfortable holiday.
The six-day plan centers on 19 detailed tasks across four areas: resident safety, livelihood stability, daily convenience and civil-service discipline.
Alongside this, the district will set up four functional task forces — covering traffic, disaster response, sanitation and medical services — and establish a round-the-clock integrated operations center on the first floor of the district office to coordinate them.
On the safety front, the district will conduct pre-holiday inspections of disaster-prone facilities and strengthen emergency response systems. Inspections will cover roads and traffic infrastructure, construction sites, cut slopes and retaining walls, traditional markets, and parks and sports facilities. Weather conditions will be monitored continuously so the district can respond quickly to any disaster or safety incident.
An emergency medical system will also be activated for the holiday period. Designated emergency medical institutions, open clinics and pharmacies will be identified and publicized in advance.
Livelihood measures will include support for vulnerable residents and efforts to ease price pressures. Low-income residents and social welfare facilities will receive consolation funds and gifts, while welfare checks on elderly people living alone and households under integrated case management will be stepped up to ensure no one is left out during the holiday.
In addition, the district will closely monitor price trends for key chuseok goods and operate a price-monitoring operations center to check for unfair trade practices and unjustified price hikes. Discount events at traditional markets and a cashback program for Onnuri gift vouchers will also be promoted to support the local economy.
Sanitation and traffic measures have been prepared to minimize daily inconvenience. A sanitation operations center and mobile cleanup teams will focus on areas prone to waste buildup, while enforcement patrols will target illegal parking and taxi refusals.
The district will also move to reinforce civil-service discipline to maintain accountable administration. Attendance and compliance with the civil servant code of conduct will be checked before and after the holiday, and oversight will be tightened against passive administration, delayed complaint handling and other conduct that causes inconvenience to residents.
Information closely relevant to residents' daily lives during the holiday — including waste collection schedules and lists of open clinics and pharmacies — will be available through the Eunpyeong-gu website, official social media channels and the 120 Dasan Call Center.
"We will pay even closer attention to neighbors in need and to the everyday situations on the ground during the holiday, so that everyone can enjoy a warm and bountiful Chuseok," District Mayor Kim Mi-kyung said.
