Named outstanding local government for 8 consecutive years, grand prize winner for 2nd straight year — district recognized for tailored policies reflecting youth needs
Gangdong-gu in Seoul has won the grand prize at the 2026 Youth-Friendly Commendation Awards, which recognize local governments that have implemented outstanding policies to advance youth rights and improve quality of life.
The district was also named an outstanding local government for the eighth consecutive year.
Gangdong-gu has consistently pursued policies supporting youth across employment, housing, welfare, culture and civic participation, grounded in programs tailored to reflect actual youth demand. The district received high marks particularly for strengthening its youth policy support framework, expanding youth participation in policymaking, and delivering initiatives that respond to on-the-ground needs.
The district plans to refine its youth policies further going forward. In housing, it will provide support for monthly rent, brokerage fees, moving costs and lease deposit insurance premiums, while expanding education and information services on housing and financial matters to help young residents achieve greater residential stability.
Gangdong-gu also aims to broaden communication and participation channels for youth. It will strengthen outreach through online and in-person forums and the district's official website, while widening opportunities for young people to engage in policymaking. The district also plans to support youth club activities and make policy information more readily accessible.
On the employment front, the district will subsidize language and certification exam fees for unemployed young residents and boost job-readiness and motivation through a youth development support program. It also plans to foster quality employment and live-work environments centered on an advanced business complex, Godeok Biz Valley and Gangdong General Industrial Complex. A youth cultural and arts hub linking Jinhwang-daero and Cheonho Rodeo Street will continue to be developed as well.
Gangdong-gu has also consistently worked to support isolated and reclusive youth. In partnership with local company Hansak Co., the district continues to provide related assistance, helping young people re-engage with society through programs including a step-up project and a youth escape-room project designed to draw them out of isolation.
The award reflects recognition of Gangdong-gu's sustained efforts to treat young people as active members of the community and to identify and implement policies that make a tangible difference in their lives.
"It is deeply meaningful to receive the grand prize for the second consecutive year, following eight straight years as an outstanding local government," District Mayor Lee Su-hee said. "We will continue to listen closely to the diverse voices of our youth and do our utmost to make Gangdong-gu a place where young people want to live, stay and pursue their ambitions."
