The only autonomous district in Seoul to earn the outstanding agency designation for local fiscal execution eight consecutive years
Named outstanding in all three evaluations in 2025 — first quarter, first half and second half — earning a commendation from the minister of interior and safety
Gwanak-gu has been named an outstanding agency in the Ministry of Interior and Safety's second-half 2025 local fiscal rapid-execution evaluation, completing a sweep of all three assessments conducted this year.
The ministry evaluated all 243 local governments nationwide on their fiscal spending and consumption and investment performance from July through December 2025.
The assessment criteria included execution performance against budget targets, early achievement rates, and quarterly consumption and investment execution results.
Despite a challenging economic environment, Gwanak-gu pursued aggressive fiscal spending focused on proactive investment in local job creation and social overhead capital projects, expansion of support for small and medium-sized businesses, and revitalization of the local construction sector.
The district concentrated its efforts particularly on consumption and investment spending in areas with strong economic ripple effects and close ties to residents' daily lives.
As a result, in the third quarter of 2025 the district spent 63.4 billion won against a target of 46.2 billion won ($34.3 million), achieving an execution rate of 137.3 percent. In the fourth quarter, it spent 88.7 billion won against a target of 73.2 billion won, recording an execution rate of 121.2 percent.
Across all fiscal spending categories, the district executed 1.29 trillion won out of a total budget of 1.41 trillion won, reaching an overall execution rate of 91.5 percent.
Having earned the outstanding designation in the first quarter, first half and now the second half, Gwanak-gu is the only autonomous district in Seoul to have been named an outstanding agency for eight consecutive years.
During the seventh and eighth terms of elected local government, the district was also recognized as a top-tier agency twice and an outstanding agency 12 times, securing a cumulative total of 899 million won in special local allocation tax grants.
"Even amid difficult economic conditions, we have consistently deployed fiscal resources at the right time to stimulate the local economy and stabilize residents' livelihoods — and that effort has earned us the outstanding agency designation in all three evaluations in 2025," District Mayor Park Jun-hee said. "Going forward, we will continue to channel funding swiftly and efficiently into livelihood projects that residents can feel directly, adding vitality to the local economy and improving the quality of life for our community."
