Geumcheon-gu in Seoul announced Monday that it has launched a property tax pre-calculation service ahead of September's regular property tax payment period.

Property tax is levied annually, but its assessment criteria and calculation methods are complex enough that many residents struggle to understand how their bills are determined.

The district introduced the service to help residents better understand property tax and check their estimated tax liability at any time.

Residents can access the service through a QR code printed on the guidance notice sent alongside their property tax bill. By selecting whether the property qualifies as a single-home household and entering the publicly assessed home value, users can calculate their estimated tax amount.

The district added that, given the volume of property tax inquiries that arise during real estate transactions, it has also distributed the guidance notice — including information on the pre-calculation service — to local legal offices and real estate agencies.

Geumcheon-gu said it is working to deliver tax bills promptly and accurately so residents do not miss payment deadlines, while also providing information on payment periods and methods through the district office, neighborhood community centers and other public facilities. The district is also using a range of channels to spread the word, including a smartphone local tax notification service, its district newsletter, website and blog.

"I hope the property tax pre-calculation service we newly introduced this year will help residents understand their property tax more easily and check it conveniently whenever they need to," District Mayor Choi Ki-chan said.

"We are working to ensure residents can readily access tax-related information in their daily lives," Choi added. "We will continue to develop a variety of tax services tailored to residents' needs to make paying taxes more convenient."

Meanwhile, Geumcheon-gu has been operating an AI-based automated response system — an AI tax guidance chatbot — on its official website since May last year. The chatbot provides basic information on major local taxes, including vehicle tax and property tax, and can instantly connect users to the relevant tax forms. It also simplifies civil complaint processing through an email forwarding function and operates around the clock, allowing real-time access to information regardless of time or location.
