A joint operations center will run from Sept. 23 to Sept. 28, with task forces covering five key areas: safety, livelihoods, traffic, lifestyle and public integrity.
Guro-gu has launched its "2026 Chuseok Comprehensive Plan" to help residents enjoy a safe and comfortable holiday.
The district has designated the six-day period from Sept. 23 to Sept. 28 as the plan's implementation window, focusing on five areas: safety, livelihoods, traffic, lifestyle and public integrity.
A total of 416 personnel will be deployed to staff a joint operations center, which will respond swiftly to emergencies and resident inconveniences — including flooding, road safety management, parking enforcement, sanitation and emergency medical care — that may arise during the holiday period.
On the safety front, a round-the-clock disaster safety command center will operate on an emergency footing to prepare for typhoons, heavy rainfall and other flood-related hazards. Safety inspections will also be conducted at construction sites, road infrastructure, high-traffic public facilities, and parks, rivers and green spaces identified as disaster-prone.
Food safety will also be a priority. The district will inspect manufacturing and retail outlets selling holiday staples, as well as businesses handling livestock products, to check hygiene standards and distribution compliance so residents can shop with confidence.
In addition, an emergency medical operations room will be set up at the public health center to guide residents to clinics and pharmacies open during the holiday. A 24-hour emergency medical information system will be maintained to minimize gaps in healthcare access.
In the livelihoods area, the district will focus on strengthening care for vulnerable residents and stabilizing holiday prices.
Senior citizens will receive holiday food packages and special meals through community welfare centers, while 69 social welfare facilities will be given holiday support funds.
The district will also check in on 2,706 households at risk of social isolation using phone calls and AI welfare-check services, while those requiring intensive case management will be closely monitored to reinforce the care network around the holiday period.
Sixteen key holiday items — including apples, pears, beef and dried yellow croaker — have been designated for priority price monitoring at hypermarkets and traditional markets. Large retail stores and supermarkets will be checked for compliance with price-labeling requirements, and traditional markets will be inspected for proper country-of-origin labeling on agricultural and fishery products.
On the traffic front, a traffic operations center will track the movement of holiday travelers and respond quickly to emergencies. Illegal parking and vehicles obstructing traffic flow will be subject to intensive enforcement, though areas around traditional markets and residential alleyways will be managed with greater flexibility to accommodate residents' needs.
In the lifestyle area, mobile cleaning units will be deployed to manage street cleanliness in key locations and around high-traffic public facilities, while illegally dumped waste along main roads will be collected promptly to prevent rubbish buildup from inconveniencing residents during the holiday.
On public integrity, the district plans to conduct a special inspection ahead of the Chuseok holiday to uphold ethical standards in the public sector and maintain trustworthy administration.
Guro-gu District Mayor Jang In-hong said the district would maintain a thorough emergency duty system throughout the holiday period and do its utmost to address resident inconveniences and ensure safety.
