District applies profitability correction coefficient and eases height restrictions under 2030 Urban and Residential Environment Improvement Master Plan; public inspection runs Aug. 20–Sept. 21, with a community briefing on Friday
Gwanak-gu is seeking public input on a proposed revision to the Geonyeong Apartment improvement plan to accelerate the reconstruction project in the Sillim-dong 746-43 area.
The district is conducting a public inspection from Aug. 20 through Sept. 21 and plans to hold a community briefing at the Miseong-dong Community Center on Friday.
The proposed revision aims to address the limitations of the existing plan by incorporating a profitability correction coefficient and revisiting building height guidelines to align with higher-level frameworks, including the Seoul Metropolitan Government's 2030 Urban and Residential Environment Improvement Master Plan. The changes are intended to reduce the financial burden on residents and improve conditions for advancing the project.
The plan calls for redeveloping a 20,789-square-meter site in the Miseong-dong area (Sillim-dong 746-43) to create a more comfortable residential environment. Nine apartment buildings — with four below-ground floors and up to 29 above-ground floors — will be constructed, yielding a complex of 620 units, including 24 rental units.
Gwanak-gu will also use special review provisions under Articles 50-2 and 50-3 of the Act on the Improvement of Urban Areas and Residential Environments, running the revision of the improvement plan and the project implementation plan approval process in parallel. The district said this approach will shorten the overall timeline and speed up the project.
Copies of the proposed revision are available for review at the Housing Division of Gwanak-gu Office and at the Geonyeong Apartment association office. Residents and interested parties may submit written comments during the public inspection period. The district said it will review all submissions and incorporate those deemed valid into the final improvement plan.
The community briefing will be held Friday at 3 p.m. in the fourth-floor auditorium of the Miseong-dong Community Center. Officials will present the key contents of the proposed revision and the steps ahead, and will take questions and comments from residents.
After the public inspection closes, the district will seek input from the district council and go through a Seoul Metropolitan Government integrated review before formally designating and announcing the revised improvement plan.
"We will ensure that residents have a full understanding of the proposed changes and can voice their opinions through the public inspection and community briefing," Gwanak-gu District Mayor Park Jun-hee said. "We will actively support the Geonyeong Apartment reconstruction project so that it proceeds swiftly and transparently."
