Pan-government support for 2028 Ulsan International Garden Expo kicks into gear
A special law aimed at ensuring the successful staging of the Ulsan International Garden Expo — scheduled to run from April to October 2028 at Taehwagang National Garden and the Samsan and Yeocheon areas of Ulsan — has formally taken effect.
The Korea Forest Service announced Friday that the Special Act on Support for and Post-Use of the 2028 Ulsan International Garden Expo, referred to as the Special Act, is now fully in force.
The key provisions of the Special Act's enforcement decree cover nine areas: the categories of expo-related facilities; the receipt and management of donations; anti-terrorism and safety measures; the operation and management of the expo fund; profit-generating activities of the 2028 Ulsan International Garden Expo Organizing Committee; the composition of the government working committee; the content required in expo project and implementation plans; the designation and public notice of development project zones; and the standards for imposing fines.
With the Special Act now in effect, the legal groundwork has been laid for pan-government support needed to hold the expo successfully, for using urban spaces throughout the city as expo venues, and for the post-event use of expo-related facilities.
Choi Hyeon-su, director of the Korea Forest Service's Arboretum and Garden Policy Division, said the law provides a government-level legal foundation for the successful staging of the 2028 Ulsan International Garden Expo. "We will also build a support system to qualitatively improve domestic garden expos, invigorate the garden industry, and systematically develop garden cities in each region," he added.
