Youth entrepreneurship support has become a cornerstone policy for revitalizing local economies. The fresh ideas and drive that young people bring can generate new industries and create jobs in their communities. But starting a business and growing it into a stable enterprise are two very different challenges. High early closure rates, funding shortfalls and a lack of experience remain formidable barriers for young founders.

In practice, government and local authority programs for youth startups have tended to focus on the starting line — entrepreneurship education, pitch competitions and seed funding. Yet equally important is full-cycle support across each stage of growth after launch: opening market channels, attracting investment and building networks.

This is precisely why recent youth startup policy has shifted its focus from the number of new businesses launched to their long-term sustainability. There is growing recognition that the goal should not simply be to produce more startups, but to build an ecosystem that carries founders from launch through growth, investment and eventual local establishment.

In line with that policy direction, Siheung has developed a "youth startup roadmap" that divides support into pre-launch, early-stage and growth phases, building a full-cycle framework. The core aim is to link every stage — from preparation through takeoff to expansion — under a single policy structure, raising the survival rate and competitiveness of young companies.

Siheung views youth entrepreneurship not merely as a support program but as a process of building the city's future growth engine. The goal is to provide tightly connected support from the preparation stage through to market establishment, giving young founders a foundation for sustained growth.

To that end, the city has steadily expanded startup education, capacity-building programs, expert consulting, networking and subsidy support since 2022, refining its overall support framework. By running programs tailored to the pre-launch, early and growth stages, it has broadened the scope of assistance to address the practical difficulties founders face at each step.

Particularly this year, building on years of experience, the city has further strengthened customized support across the pre-launch, early, growth and scale-up stages. It is now focused on becoming not just a city where businesses are started, but one where they grow — connecting idea discovery, commercialization, investment attraction and digital transformation into a single growth pathway.

Building solid business models through education and mentoring

Siheung supports prospective founders through the full range of systematic preparation needed to turn an idea into a business — market analysis, business model development and customer validation.

A flagship offering is entrepreneurship capacity training and expert mentoring for pre-launch participants, guiding them through the process of developing an idea into a viable business model. Particularly this year, the city plans to focus on "lifestyle business" as a key theme, running a program that identifies ideas addressing everyday problems and channels them into startups, strengthening participants' business planning skills.

The sequence begins with content entrepreneurship education, followed by a pitch competition and commercialization support to help promising ideas become actual businesses. Six outstanding teams from among those who have completed the curriculum currently receive seed subsidies to reduce the costs of prototype production and market validation, giving them a foothold for entering the growth phase.

For early-stage startups, the city works to remove obstacles to growth — workspace, prototype production, hands-on equipment, funding and limited experience — helping companies enter the market safely and establish a foundation.

Located in Daeya-dong, Youth Collaboration Village serves as the city's flagship startup hub, supporting the entire entrepreneurial journey from pre-launch education through creative work, consulting and network building. The 3,687-square-meter facility includes the Yeollim Hall, which houses a play studio and digital training room; the Gachi Hall, equipped with photo and music studios and a content production room; a creative workshop for hands-on practice and product manufacturing; and the Youth Creative Space, where founders can use specialized equipment including laser cutters and 3D printers.

Resident companies can use the space at affordable prices and receive a range of growth support — prototype production, inter-company exchange and expert consulting. They also gain access to investment opportunities through an integrated investor relations competition run in partnership with the Siheung Startup Center, building their competitive edge.

Youth Collaboration Village has broadened the base of youth startup support through programs covering entrepreneurship education, mentoring, networking and subsidies. It has run capacity-building programs on practical business skills — including how to secure startup funding, intellectual property and patent use, digital marketing, customer data analysis and AI-assisted content creation — to support the stable growth of early-stage companies. From 2022 through last year, a total of 760 companies participated in the youth development programs.

Boosting competitiveness through investment support and networking — turning company growth into local development

The city provides investor relations training and investment expert consulting for young companies in the growth phase — those more than four years past launch. Support spans IR fundamentals such as how to present a company from an investor's perspective, business model and market analysis including methods for securing operating capital, one-on-one IR consulting for individual companies, and IR presentation rehearsals, all aimed at strengthening investment competitiveness.

Also noteworthy is a network program that brings together experienced entrepreneurs, investment specialists and startup support organizations. For a startup, a network is more than simple exchange — it is a critical growth asset connecting investment, market access and collaboration. A founder coffee chat day and networking program serve as a platform for sharing startup experience and information and discovering new business opportunities, and the city is also building an online community for ongoing exchange to foster mutual growth through networking.

Youth entrepreneurship is an important growth foundation that creates local industry and jobs beyond individual success. But the measure of success is not how many businesses were started — it is how many were supported to grow and put down roots in the community.

Siheung is building a new model for youth startup support by connecting the entire entrepreneurial journey under one framework: from idea discovery for prospective founders, to survival support for early-stage companies, to investment attraction and market expansion for growing firms.

Jo Hyeon-ja, director of the Gender Equality and Family Bureau, said the city would "continue to strengthen a comprehensive support system encompassing startup space, education, funding, networking and investment linkages, establishing ourselves as a 'youth startup hub' where young people stay, take on challenges and grow." She added that the city would "build a sustainable startup ecosystem that goes beyond support — one where entrepreneurs grow and create new opportunities."
