Gwangjin-gu (district mayor Kim Kyong-ho) held the final presentation of its research project to establish the sixth-term (2027–2030) Gwangjin-gu Community Social Security Plan on Wednesday, unveiling a blueprint for the district's welfare direction and key projects over the next four years.
The community social security plan is a statutory four-year mid-term plan that sets the direction for social security policy tailored to local conditions, based on an analysis of the district's welfare needs and available resources.
About 60 people attended the event, including district mayor Kim, members of the community social security council, task force members for the plan, heads of relevant departments, and the research team. The session opened with a progress report, followed by a final presentation by Lee Yeong-geul, a professor and lead researcher at Hansei University's Industry-Academic Cooperation Foundation — the institution commissioned to carry out the research — and concluded with a round of feedback on the draft plan.
The district launched the research project in April, analyzing local conditions and welfare needs, reviewing the outcomes and limitations of existing projects, and developing the sixth-term plan. Feedback from an interim presentation in July was incorporated to refine the draft, and the final session focused closely on the direction and effectiveness of key projects planned for the next four years.
The event was designed not merely as a one-way presentation of research findings, but as a forum where welfare field experts and stakeholders could jointly review the draft and exchange a wide range of views. The district plans to incorporate the expert feedback gathered at the session, then open a 20-day public notice period to collect broader input from residents.
The district will then consolidate all feedback received before submitting the sixth-term plan for deliberation by the local community social security council in September, at which point it will be finalized.
"The community social security plan is an extremely important document that will serve as a welfare roadmap closest to residents' daily lives for the next four years," district mayor Kim said. "We will faithfully incorporate voices from the field and the needs of residents to build a solid Gwangjin welfare system that people can genuinely feel in their lives."
