Gwangjin-gu District Chief Kim Kyung-ho has received the top prize in the election campaign materials category at the 18th Korea Manifesto Practice Headquarters' 2026 Manifesto Promise Awards for local elections.
The Manifesto Promise Awards are held annually by the Korea Manifesto Practice Headquarters to verify the specificity and feasibility of campaign pledges made by local election candidates and to identify and promote best practices. This year, the competition targeted metropolitan and basic local government heads as well as education superintendents nationwide, with entries accepted in two categories — election campaign materials and campaign pledge documents — from July 13 to 15.
Before the submission period opened, the Korea Manifesto Practice Headquarters conducted a comprehensive survey and data collection from June 4 to July 10, examining the clarity of pledge goals, prioritization, implementation procedures and timelines, and financing plans.
Final recipients were then selected through a comprehensive review of submitted merit statements covering the philosophy and vision embedded in the pledges as well as the democratic nature of the drafting process. In the election campaign materials category, a total of 20 candidates, including Kim, were named winners.
"If the eighth term laid the groundwork for change, the ninth term must translate that change into results that residents can feel," Kim said. "I will complete 'Happy Gwangjin — a comfortable place to live' through action over words and results over promises."
