'Thorough protection and tight safety management are the top priority directly tied to citizens' lives and daily routines'
Guri Mayor Shin Dong-hwa conducted a "citizen empathy road check" on Wednesday to hear residents' concerns firsthand and explore ways to improve city administration.
The on-site inspection was timed to coincide with the Ulchi CPX period and was designed to assess emergency response systems for key infrastructure that directly affects residents' daily lives — even under wartime or crisis conditions — while also examining safety management at major construction sites and other pressing city issues.
Shin first visited the Topyeong water purification plant and the resource recovery facility, reviewing their operational status and emergency response systems. The Topyeong plant has a daily purification capacity of 30,000 tons, while the resource recovery facility can incinerate 200 tons of waste per day.
"Water supply and household waste disposal are essential public services that sustain residents' daily lives," Shin said, urging staff to ensure uninterrupted facility operations even in emergencies such as wartime or natural disasters, and to maintain rigorous day-to-day facility management so the city can respond swiftly when needed.
At the water purification plant, Shin also reviewed progress on plans to relocate the facility as part of the Guri Topyeong District 2 public housing development, and directed officials to devise an efficient and stable relocation plan that avoids disruptions to residents or the water supply.
At the resource recovery facility, he reviewed plans to upgrade aging incinerators and scale up capacity, directing officials to get ahead of the increased waste-processing demand expected from the Guri Topyeong District 2 development. He also called for modernizing the recycling sorting facility to reduce odor and noise for nearby residents, and stressed the need to push forward with construction of an eco-friendly energy town that would harness heat from incineration.
Shin then visited the area around the TheSharp Green Forest Complex 1, the planned site for construction package 4 of the GTX-B fiscal section, to inspect conditions on the ground. He stressed the need for effective traffic and safety measures to preemptively prevent disruptions and accident risks for nearby residents caused by the large-scale construction, and to minimize inconveniences during the construction process.
"Thorough protection of key facilities against emergencies such as wartime situations, and tight safety management at major construction sites, are the top priority directly tied to citizens' lives and daily routines," Shin said. "We will firmly safeguard residents' safety while also pressing ahead at pace — in line with citizens' expectations — on key city projects such as the water purification plant relocation and the eco-friendly energy town, to realize a Guri where citizens are the mayor."
Guri city said it will continue to pursue field-centered administration, strengthening communication with residents and expanding on-the-ground administrative services.
