Mayor Jeong Deok-yeong vows continued expansion of field-centered services
Yangju city said it has completed its first case under a new on-site building administration service designed to help residents who have difficulty traveling to city hall or filing requests online.
The first recipient was an elderly resident, identified only as A, living in Hoeam-dong. The address actually in use did not match the one recorded in the building register, requiring a correction.
With a heat wave persisting, the elderly resident found it difficult to visit city hall in person. Filing through Seumteo, the government's online building administration system, was also a burden for someone unfamiliar with digital devices.
In response, a civil servant from Yangju's architecture division visited the resident's home, compared the actual building number plate against the registered information, confirmed the discrepancy, helped fill out the application form and guided the resident through the relevant procedures.
The service dispatches civil servants directly to the homes of people with disabilities, the elderly, pregnant women and others who have difficulty getting around or filing online. Officials handle everything on-site in a single visit: consultation, field verification, document preparation and submission, and notification of results.
The service covers straightforward building register amendments that do not require an architect's design work, including corrections to a building's designated use or number of floors and changes to road-name addresses or use classifications. The city said it is targeting relatively simple cases to make administrative services more accessible to residents.
"This first case is an example of proactive, field-centered administration that reaches out to citizens who struggle to access government services as digital transformation accelerates," Mayor Jeong Deok-yeong said. "We will continue to look at inconveniences from the residents' perspective and expand field-centered services so that citizens with mobility or digital constraints can use administrative services with ease."
Residents who wish to use the service can contact the consultation officer at Yangju's architecture division to confirm eligibility and arrange an on-site visit.
