The Gyeonggi Province Office of Education Southern Training Institute, led by Director Shim Han-su, ran a qualification training program for vice principals and first-grade regular teachers, reaching 2,540 participants in total. The cohort included 678 vice principal candidates and 1,862 teacher candidates — 484 from kindergarten, 873 from elementary schools, 215 middle school Korean language teachers, 193 middle school English teachers and 97 middle school social studies teachers.

The program ran from May 27 through June 14, offering case-based and participatory instruction alongside school-level curriculum tailored to practical classroom application, with the aim of strengthening teachers' professional expertise and leadership.

The vice principal qualification track brought together participants from kindergarten, elementary and secondary levels in an integrated course, creating a forum for sharing educational philosophy and policy direction across school levels and aligning participants around the vision for Gyeonggi Province education.

A highlight of the integrated sessions was a presentation on the core policies of Gyeonggi Province education superintendent Ahn Min-seok — specifically the "phone-free school" initiative and a school culture framework based on the RAS model — outlining their educational value and implementation direction to help new policies take hold across schools.
