The Goryeong-gun Council in North Gyeongsang Province opened its 314th extraordinary session Thursday and began a nine-day legislative schedule.

The session will take up a range of key county administration matters, including a briefing on the proposed second supplementary budget for 2026, adoption of an administrative audit plan, and deliberation and voting on ordinance bills, rule amendments, consent motions, shared-property management plans and opinion-hearing items.

Lawmaker-initiated bills on the agenda include a partial amendment to the ordinance on fines for witnesses who fail to appear or refuse to testify during council administrative audits and investigations, sponsored by lawmaker Kim Sang-nam; a partial amendment to three ordinances renaming committee secretaries, sponsored by lawmaker Seong Won-hwan; and a full revision of the rules governing overseas official travel by council members, sponsored by lawmaker Lee Cheol-ho.

Alongside this, the council will review executive-branch submissions including a partial amendment to the ordinance establishing and operating the Goryeong-gun integrated fiscal stabilization fund, a consent motion for a contribution to the Goryeong-gun Talent Development Foundation, the sixth round of the 2026 periodic shared-property management plan, and an opinion-hearing item on an application to designate the Goryeong Daegaya Historical and Cultural Special Zone.

During the session, a special committee on administrative audits will convene to adopt the 2026 administrative audit plan. The budget and accounts special committee will review the second supplementary budget proposal through departmental briefings and scrutiny of individual budget items to assess fiscal soundness and project necessity.

In his opening remarks, council Speaker Na Yeong-wan said the assembly would "carefully examine whether the budget has been appropriately allocated where it is truly needed, and thoroughly review various ordinance bills and key pending issues from the perspective of county residents, carrying out our legislative duties responsibly."
