No Tae-ak, former chairman of the National Election Commission, was photographed drinking water Wednesday morning during a plenary session of the special parliamentary investigation committee at the National Assembly in Yeouido, Seoul. The committee is investigating ballot shortages during the 9th nationwide simultaneous local elections and related infringements on citizens' voting rights, as part of efforts to reform election administration.
