The Korea Housing and Urban Guarantee Corporation (HUG) announced Thursday it will open applications for its 11th round of rolling recruitment under the Deundeun Jeonse Housing program, offering 300 units starting July 24.
The units will be located in urban areas across Greater Seoul — including Seoul, Incheon and Bucheon in Gyeonggi Province — as well as in Busan.
Since launching the program in July 2024, HUG has held 10 recruitment rounds covering 3,750 units, drawing strong demand with a peak competition ratio of 4,087 to 1 and an average of 69 to 1.
The Deundeun Jeonse Housing program works by having HUG directly purchase properties on which it has already paid out jeonse deposit guarantees, then offering those homes as public rental housing to households without property ownership. Because HUG itself serves as the landlord, tenants face no risk of losing their deposit and can stay for up to eight years at deposits set at roughly 90 percent or less of prevailing market prices — an arrangement that draws attention for the stability it offers.
The 11th round marks the first time HUG has used a rolling recruitment format, introduced separately from its regular quarterly announcements to stabilize and expand rental supply while minimizing vacancies.
HUG said it plans to continue combining quarterly and rolling recruitment going forward, giving prospective tenants more opportunities to apply and improving the overall efficiency of the program through faster supply.
Applicants can apply online through HUG's Ansim Jeonse Portal ("safe jeonse portal") from July 24 through Aug. 7. HUG will verify eligibility — including whether applicants own property — and announce final recipients on Oct. 30.
"We will continue to make good use of rolling recruitment to steadily improve our supply system, provide quality public rental housing on a stable basis and contribute to housing security for households without property ownership," HUG President Choi In-ho said.
