Each partner takes distinct role from discovery to commercialization

Joint projects to support growth of regional creators and firms

Korea Credit Guarantee Fund has teamed up with Dongseo University and the Bucheon International Fantastic Film Festival to support regional cultural content companies, connecting AI video and content producers with financial and non-financial assistance including guarantees, investment and technology transfer.

The fund signed a memorandum of understanding with the two institutions Wednesday at the Webtoon Convergence Center in Bucheon, Gyeonggi Province, to establish a full-cycle pipeline covering the discovery, production and commercialization of regional cultural content.

The agreement is designed to build a support framework that takes content companies and creators from initial discovery through production and into the market. It also marks an expansion of the fund's focus — long centered on manufacturing and technology startups — into AI video and cultural content.

Under the MOU, Dongseo University will nurture AI video and cultural content companies in the region and recommend high-potential content producers to the fund. The fund will in turn provide those recommended firms with preferential guarantees, investment, technology transfer and intellectual property protection.

BIFAN will identify outstanding screenplays and cultural content through competitions and use its global film-festival network to help promising creators grow. The arrangement is intended to create a collaborative model — spanning a film festival, a university and a policy finance institution — that carries content from early-stage discovery through to market entry.

The three organizations also plan to jointly design and run programs such as open-call briefing sessions. They aim to expand tailored support for regional cultural content companies by combining each institution's expertise and networks.

"We will broaden cooperation with related institutions to help regional cultural content companies grow into globally competitive enterprises."
