The Korea Communications Commission said Wednesday it has designated eight domestic and foreign platforms — including Naver, Kakao, Google, Meta, X and TikTok — as operators subject to misinformation-response obligations under an amended telecommunications law.
The designated platforms each recorded a daily average of at least 1 million users over the three months preceding the end of last year, meeting the threshold set by the revised Network Act. Under the law, they must establish voluntary operating policies to counter false and manipulated information and put in place procedures for receiving and processing user reports.
They are also required to notify both the person who filed a report and the person who posted the content of any action taken, and to publish transparency reports detailing their operations.
The commission plans to review each platform's voluntary operating policies to verify compliance with legal obligations and to investigate and oversee actual operating conditions.
"We plan to actively incorporate feedback from the field as the system is put into practice and make improvements accordingly," commission Chairman Kim Jong-cheol said. "We will also continuously share cases related to the application of the law through the commission's website to help the public better understand the system."
