About 5 million residents in western Greater Seoul lack access to a national art museum, fueling calls to close the cultural gap
Ministry of Culture, Sports and Tourism launches nationwide demand survey as research into new branch sites gets underway

Calls are growing for a branch of the National Museum of Modern and Contemporary Art to be established in Incheon's Songdo International City as discussions over opening a new satellite location gain momentum.
Supporters say the move would improve cultural access for residents in the western part of the greater Seoul metropolitan area, where national cultural facilities are scarce, and position Songdo as an international hub for arts and culture.
According to Rep. Jeong Il-young of the Democratic Party of Korea, who represents Incheon's Yeonsu-eul district, the Ministry of Culture, Sports and Tourism recently launched a research project on establishing a new branch of the museum. The ministry also began a demand survey targeting metropolitan and provincial governments nationwide.
The survey has prompted regions across the country to lobby for the new branch, with advocates in Incheon arguing that Songdo International City is the most suitable location.
The National Museum of Modern and Contemporary Art currently operates four locations nationwide — in Gwacheon, Seoul, Deoksugung and Cheongju.
However, the western metropolitan area — encompassing Incheon, Bucheon, Gimpo, Siheung, Ansan and Gwangmyeong — has no national art museum. About 5 million residents there have comparatively limited access to national cultural facilities.
Songdo International City offers strong accessibility due to its proximity to Incheon International Airport. It is home to a concentration of international organizations, including the Green Climate Fund and the World Bank Korea office, as well as Global Campus, international schools, Songdo Convensia and Art Center Incheon, making it one of South Korea's most internationally oriented cities.
The city also has a growing base of future industries, including biotech and AI. Analysts assess it as a suitable location for a next-generation national art museum that could integrate international exhibitions, media art, AI art, arts education and international exchange.
Overseas precedents have drawn attention. The Saadiyat Cultural District in the United Arab Emirates developed into a world-class cultural tourism destination by clustering major institutions — the Louvre Abu Dhabi, the Guggenheim Abu Dhabi and the Zayed National Museum — in close connection with an international airport.
Analysts say Songdo could similarly serve as a national cultural platform linked to an international airport, strengthening the global competitiveness of South Korean contemporary art.
Rep. Jeong has formally proposed to the Ministry of Culture, Sports and Tourism that a "Songdo Branch of the National Museum of Modern and Contemporary Art" — a working title — be built.
"The Songdo branch is not simply a project to add one more national art museum," Jeong said. "It will be a new national cultural strategy — one that closes the cultural gap for the 5 million residents in the western metropolitan area who lack national cultural facilities and connects South Korean contemporary art to the world."
He added that Songdo is "the only international city in the country where an international airport, international organizations, conference infrastructure and future advanced industries converge." He pledged to work closely with relevant agencies so that it can develop into "a gateway museum — the national art museum that people from around the world visit first when they arrive in South Korea and a new gateway to Korean culture."
