HL D&I Halla announced Wednesday that it received the top rating in the Ministry of Land, Infrastructure and Transport's mutual cooperation assessment for construction companies.

The assessment is an annual system run by the ministry to build a cooperative framework between general and specialty construction companies and promote balanced development across the construction industry.

Evaluations cover joint contracting performance, fairness in subcontracting, support for partner firms, and use of electronic payment systems. Companies scoring 95 points or above receive the top rating.

HL D&I Halla was recognized for maintaining fair contract relationships with 110 partner companies and strengthening its co-growth cooperation framework. The company also drew high marks for making timely payments to partner firms, contributing to a stable business environment for subcontractors.

The company operates an annual co-growth council to communicate with partner firms and build a cooperative structure, through which it works to establish a culture of fair trade and sustain support activities for shared growth. It also runs a technology support program to improve the technical competitiveness and quality standards of its partners.

Construction companies that earn the top rating receive institutional incentives that strengthen their competitiveness in public procurement — including bonus points in the Public Procurement Service's pre-qualification screening for public tenders and reductions in penalty points under the Framework Act on the Construction Industry.
