Gangnam-gu approves Eunma Apartment project implementation plan Wednesday, cutting the statutory 60-day deadline by 33 days
District mayor's dedicated 'Gangnam Reconstruction Acceleration Task Force' drives rapid support

Gangnam-gu approved the project implementation plan for the Eunma Apartment (Daechi-dong, lot 316) reconstruction project Wednesday.
The approval marks the first reconstruction project implementation plan sanctioned since the launch of the ninth elected-term administration. After the application was filed May 22, the district swiftly completed roughly 80 inter-agency consultations and a public review, finishing 33 days ahead of the statutory 60-day processing deadline.
It is the fastest processing time on record for a reconstruction project implementation plan approval in Gangnam-gu.
Completed in 1979, Eunma Apartment is one of Gangnam's most prominent aging residential complexes and has been pursuing reconstruction for more than 20 years since a promotion committee received approval in 2003. The project cleared designation as a maintenance zone and association establishment approval in 2023, then completed a revised maintenance plan and integrated review last year, advancing to the project implementation plan approval stage.
Under the approved plan, the complex will be rebuilt on a 243,552.6-square-meter site into a large-scale development comprising 29 buildings with 5,850 units ranging from six basement floors to 49 above-ground floors. The project includes 909 public rental units and 195 publicly sold units, along with resident amenity facilities and publicly accessible community spaces.
Gangnam-gu District Mayor Kim Hyeon-gi is scheduled to visit Eunma Apartment in person Wednesday afternoon to hand residents the project implementation plan approval certificate. He plans to celebrate the first reconstruction project implementation plan approval of the ninth elected term with residents on-site and personally reaffirm his commitment to accelerating the project.
The district will use this approval as a springboard to push harder on fast-tracking reconstruction — a core campaign pledge of the ninth elected-term administration. It has established the "Gangnam Reconstruction Acceleration Task Force," headed directly by the district mayor, which consolidates progress management by project site, inter-agency consultation, resident communication and expert advisory functions into a single dedicated framework. The district mayor will personally oversee key issues for each project and resolve delays and conflicts early to accelerate the pace of major reconstruction projects.
Eunma Apartment will now proceed through a series of follow-up steps, including the establishment and approval of a management and disposal plan, resident relocation and demolition. The association aims to break ground in 2028. The district plans to monitor the progress of major reconstruction projects on a rolling basis and proactively coordinate with the Seoul Metropolitan Government and other relevant agencies on matters requiring consultation, providing full support to ensure follow-up procedures proceed without delay.
"This approval is both the first reconstruction project implementation plan of the ninth elected term and Gangnam-gu's fastest on record — 33 days ahead of the statutory deadline," district mayor Kim said. "I hope it sends a signal to residents who have waited a long time that reconstruction is genuinely picking up speed." He added, "We will show through results and pace what changes when the district mayor takes personal charge, and I will lead the remaining process responsibly so there are no further delays."
