A 25-member transition committee of top experts is wrapping up policy consultations with district office staff ahead of the 9th elected-term launch; more than 500 campaign pledges have been refined into over 200 actionable priorities
The transition committee for Seongdong-gu district mayor-elect Yoo Bo-hwa — chaired by Gu Ja-hun, a professor at Hanyang University — said it has entered a final all-out push, holding intensive policy consultations daily to lay the groundwork for the 9th elected term.
The committee comprises 25 members in total: Gu as chair, 14 transition commissioners drawn from leading experts in urban affairs, transportation, education, culture, welfare and other fields, and 11 advisory members. Rather than offering routine formal advice, the members have been holding back-to-back policy meetings with individual departments of the Seongdong-gu district office, focusing on strengthening the feasibility and completeness of each campaign pledge.
The most notable achievement so far has been the precise consolidation of the roughly 500 wide-ranging campaign pledges Yoo originally envisioned into approximately 200 executable priority tasks.
Yoo's original pledges encompassed four broad categories: projects to further advance and expand strong ongoing initiatives carried over from her predecessor, former district mayor Jeong Won-o; unfiltered resident voices gathered firsthand through on-the-ground outreach across every corner of Seongdong-gu; the fruits of long-term policy development work with expert groups; and administrative governance policies Yoo had conceived over many years during her earlier tenure as deputy district mayor of Seongdong-gu.
The transition committee subjected the full list of roughly 500 pledges to rigorous scrutiny through relay meetings with each department, examining the practical effectiveness, fiscal constraints and legal issues of every project. As a result, the list was refined to approximately 200 pledges by cutting elements prone to budget waste and maximizing policy impact.
At policy consultation meetings held across the urban economy subcommittee and the education, culture and welfare subcommittee, members voluntarily put forward a series of high-caliber ideas to raise Seongdong-gu's brand value. These included: establishing and operating an efficient "rapid management task force" to dramatically accelerate redevelopment and reconstruction projects; an advanced ESG-based town management strategy to address waste problems from pop-up stores in the Seongsu-dong area; a plan to develop a global test-bed city incorporating cutting-edge technologies such as smart glasses and robots; and the enactment of a specialized ordinance to bring illegal advertisements under a regulated regime.
Transition committee chair Gu said, "The combination of district mayor-elect Yoo's deep administrative experience and the members' specialized expertise is producing highly sophisticated policy alternatives that are differentiated from those of other autonomous districts." He added, "The proactive receptiveness and enthusiastic cooperation of Seongdong-gu public officials has given us full confidence in the success of the 9th elected term."
Yoo said she was deeply grateful to the transition and advisory committee members for their dedication to ensuring a successful launch of the 9th elected-term district administration, as well as to Seongdong-gu public officials for their active cooperation in preparing policy materials and reviewing key issues.

The transition committee plans to complete all final subcommittee reports and campaign pledge coordination work by early July, after which it will finish producing a white paper to serve as the compass for the 9th elected-term district administration before concluding its official activities.
