Kim Hyun-gi, Gangnam-gu district mayor-elect, appoints former Seoul Deputy Mayor Kim Eui-seung as transition committee chair and former acting district mayor Kwon Oh-chul as vice chair, joined by three subcommittee heads with deep Gangnam-gu and Seoul administrative experience
Gangnam-gu District Mayor-elect Kim Hyun-gi has formed a transition committee to lay the groundwork for his ninth-term administration, formally launching the handover process.
Kim stacked the committee with officials well versed in Seoul and Gangnam-gu administration, appointing former Seoul Deputy Mayor Kim Eui-seung as chair of the 9th Gangnam-gu District Mayor Transition Committee in what observers are calling a "pragmatic" lineup.
Former acting Gangnam-gu District Mayor Kwon Oh-chul was named vice chair.
Three officials will serve as subcommittee heads: Lee Dong-ho, chair of the Gangnam-gu Council's steering committee, who won re-election in the local elections; Kang Hyun-seop, a lawmaker-elect who won in the Apgujeong and Cheongdam areas and previously served as Gangnam-gu's welfare and culture bureau director; and Kim Gil-young, chair of the Seoul Metropolitan Council's urban planning and balance committee.
Also joining as committee members are 15 specialists in fields including robotics, MICE, welfare and architecture, who will review policies and develop plans to fulfill campaign pledges.
Committee Chair Kim Eui-seung is a native of Andong in North Gyeongsang Province. He graduated from Korea University with a degree in public administration and passed the 36th national administrative examination. He is widely regarded as one of Seoul's foremost administrative experts, having served as Seoul Metropolitan Government spokesperson, head of the administrative bureau, head of the planning and coordination office, and first deputy mayor for administration.
By placing Kim Eui-seung — with his extensive Seoul administrative experience — alongside former acting mayor Kwon Oh-chul, Gangnam-gu administrative practitioners Lee Dong-ho and Kang Hyun-seop, and urban planning specialist Kim Gil-young, the mayor-elect aims to identify policies suited to Gangnam-gu's realities and sharpen execution of his campaign pledges.
The inclusion of Kim Gil-young, who chairs the Seoul Metropolitan Council's urban planning and balance committee, is seen as a strategic move to elevate Gangnam-gu's urban planning agenda — particularly on reconstruction, redevelopment and the creation of future urban spaces.
Some say the committee's composition prioritizes administrative experience and expertise over political considerations, calling it a "pragmatic transition committee."
The transition committee will officially launch Thursday at 10 a.m. at the committee meeting room on the fifth floor of the Gangnam-gu Public Health Center.
The launch ceremony will proceed in three stages: a commissioning ceremony for committee members, the first plenary session, and a signboard unveiling.
During the committee's operating period, Kim Hyun-gi and transition committee Chair Kim Eui-seung plan to draw up a blueprint for what they call the "Great Gangnam Transformation" and finalize concrete implementation plans for the key campaign pledges of the ninth elected term. The goal is to build an administrative framework capable of delivering results from the moment Kim takes office.
A political observer said Kim Hyun-gi had combined the Seoul network he built during his time as Seoul Metropolitan Council speaker and council member with Gangnam-gu administrative specialists, calling the appointments "a lineup that signals the direction of Gangnam-gu governance in the 9th elected term."
