'Dasibom Center' opens in Jung-gu's Seongandong neighborhood

Ulsan has expanded its network of public welfare facilities providing 24-hour care for people with severe developmental disabilities — those who exhibit challenging behaviors such as self-harm, aggression toward others, or property destruction — offering welcome relief to individuals and their families.

Ulsan city held an opening ceremony Wednesday for the Dasibom Center at 17 Hamwol 5-gil, Jung-gu, launching the facility's operations. The center is the second of its kind in the city, following the Korea Sharing Welfare Association's Ulsan severe integrated care facility established in Nam-gu in 2024, and is operated by the social welfare corporation Ulsan Chamsarang.

The center offers daytime activity programs tailored to each resident's needs, residential care in a safe environment, and around-the-clock one-on-one care provided by trained professionals.

The service is open to registered individuals aged 18 to 64 with intellectual or autism spectrum disabilities. A service review committee determines eligibility by assessing the severity of challenging behaviors, daily living skills, and communication abilities. Applicants can apply at the community administrative welfare center in their area of residence, and the center operates Monday through Friday.

Ulsan city plans to open one additional integrated care provider in the second half of this year, bringing the total to three facilities — a move expected to significantly reduce gaps in welfare coverage for people with severe developmental disabilities.
